Sobre la adopción de la Declaración Política por parte de la Comisión de Población y Desarrollo
La Coalición Internacional de Derechos Sexuales y Reproductivos (ISRRC) celebra el 30 aniversario de la Conferencia Internacional sobre la Población y el Desarrollo y los resultados de sus revisiones, así como el impacto transformador que han tenido en la vida de mujeres, adolescentes, niñas y grupos estructuralmente excluidos en todas las regiones. La membresía de ISRRC ha trabajado para garantizar la implementación del Programa de Acción de la Conferencia Internacional sobre la Población y el Desarrollo (ICPD PoA) durante los últimos treinta años, con impactos directos en la igualdad de género, los derechos humanos para todas las personas y la vida sexual y reproductiva de mujeres, adolescentes y niñas en toda su diversidad en todo el mundo. Celebramos las contribuciones y protagonismo de la sociedad civil, los movimientos feministas, de mujeres y organizaciones lideradas por juventudes en el avance de la agenda de la ICPD. Nuestros esfuerzos han llevado a reducciones significativas en las tasas de mortalidad materna, un mayor acceso a servicios integrales de salud reproductiva y una mayor igualdad de género en muchas comunidades.
Hace tres décadas, líderes de todo el mundo acordaron una declaración innovadora, reconociendo la salud sexual y reproductiva y los derechos reproductivos como derechos humanos. El ICPD PoA no solo ha transformado vidas, sino que sigue siendo una solución pertinente para los problemas complejos de hoy en día. El mundo ha evolucionado desde 1994, presentando incertidumbres sin precedentes y múltiples crisis. En este contexto, el Plan de Acción de Cairo no es solo un documento histórico, sino una agenda viva que exige acción inmediata y avance continuo para abordar las complejidades de los desafíos globales actuales.
La Declaración Política adoptada en la 57ª sesión de la Comisión de Población y Desarrollo es un paso hacia la acción acelerada del ICPD PoA, incluyendo el abordaje de las brechas pendientes. Al reafirmar su compromiso con la plena implementación del PoA y el seguimiento de los acuerdos internacionales y regionales, los Estados miembros se comprometen nuevamente a garantizar los derechos sexuales y reproductivos para todas las personas y asegurar el acceso a servicios integrales de salud sexual y reproductiva para personas jóvenes y adolescentes, entre otros temas relevantes. La inclusión de ‘derechos humanos para todas las personas’, ‘igualdad de género’ y ‘el empoderamiento de todas las mujeres y niñas’ en la Declaración Política sirve como un fuerte recordatorio de las áreas que requieren atención inmediata. La Declaración Política insta a una mayor acción para aumentar el financiamiento para el desarrollo sostenible y hace referencia al derecho al desarrollo.
La Declaración Política, recién adoptada por la CPD, subraya las interrelaciones del ICPD con ‘procesos multilaterales relevantes’. Instamos a los Estados miembros a llevar los objetivos del ICPD y sus objetivos a plataformas multilaterales significativas, en particular, a la Cumbre del Futuro y sus resultados. Damos la bienvenida a las contribuciones de otros foros de ICPD+30, incluido el Llamado a la Acción del Diálogo Global de la Juventud de Cotonou y la Declaración de Compromiso de Oslo de la 8ª Conferencia Interparlamentaria sobre la Implementación del ICPD. Instamos a los Estados miembros a actuar ahora, enfatizando su responsabilidad por la agenda del ICPD y el impacto en la vida de mujeres, adolescentes y niñas en toda su diversidad.
International Sexual and Reproductive Rights Coalition (ISRRC) statement on the adoption of the Political declaration by the Commission on Population and Development
The International Sexual and Reproductive Rights Coalition (ISRRC) celebrates the 30th anniversary of the International Conference on Population and Development Programme of Action (ICPD PoA) and the outcomes of its reviews and its transformative impact on the lives of women, adolescents, girls, and structurally excluded groups across all regions. The ISRRC members have, for the last thirty years, been implementing the PoA, directly impacting gender equality, human rights, and the sexual and reproductive lives of women, adolescents, and girls in all their diversity around the world. We celebrate the contributions and role of civil society, feminist and women’s movements and youth-led organizations in advancing the ICPD agenda. Our efforts have led to significant reductions in maternal mortality rates, increased access to reproductive health services, and improved gender equality in many communities.
Three decades ago, world leaders made a groundbreaking declaration, recognizing sexual and reproductive health and reproductive rights as human rights. The ICPD PoA has not only transformed lives but remains a pertinent solution to today’s complex problems. The world has evolved since 1994, presenting unprecedented uncertainties and multiple crises. In this context, the ICPD PoA is not just a historical document but a living agenda that demands immediate action and continuous advancement to address the intricacies of today’s global challenges.
The Political Declaration adopted at the 57th session of the Commission on Population and Development is a step towards ensuring accelerated action on the ICPD PoA, including its unfinished business. By reaffirming their commitment to the full implementation of the PoA and the follow-up to international and regional commitments, Member States are recommitting themselves to fulfilling sexual and reproductive rights for all and ensuring access to SRH services for young persons and adolescents, among other relevant issues. The inclusion of ‘human rights for all’, ‘gender equality’, and ‘the empowerment of all women and girls’ in the Political Declaration serves as a poignant reminder of the areas that demand immediate attention. The Political Declaration urges further action to scale up financing for sustainable development and references the right to development.
The Political Declaration, just adopted by the CPD, stresses the interlinkages of the ICPD with ‘relevant multilateral processes.’ We call on Member States to bring the ICPD’s goals and objectives to relevant multilateral platforms, in particular, the Summit of the Future and its outcomes. We welcome the contributions of additional ICPD+30 fora, including the Cotonou Global Youth Dialogue Call to Action and the Oslo Statement of Commitment from the 8th Inter Parliamentary Conference on the Implementation of the ICPD. We urge Member States to act now, emphasizing accountability for the ICPD agenda and its impact on the lives of women, adolescents, and girls in all their diversity.
